Dear Members:
We met with BAR regarding their review of system flush industry or as they referred to it as "Wallet Flushing."
They have run 140 undercover cars through various types of repair shops. Looking at how/why and what mileage intervals flushes are recommended.
They are also looking at the mileage intervals being used with concern over no real basis for this interval.
They are coming to the repair industry to let us know these services are being reviewed and future enforcement will take place.
They consider some of these as the "invention of services" that consumers don't need.
They challenge the notion that some flushes are recommended for preventative maintenance.
They look to the OEM as the true source for services and mileage intervals that are required.
They said that in most cases, fuel injection services aren't needed because CA gas is tier one gas and keeps the fuel system clean.
Trans flushes don't clean the system as well as many OEM's require because it doesn't replace the filter or clean the pan.
Brake flushing is also under review regarding testing for moisture or copper. More to follow.
Based on their undercover runs, the shops violated 17200, 17500 of the B&P code, fraud, false and misleading statements and the list goes on.
In many cases, the service advisor never qualified how the vehicle was driven on the undercover cars.
They will also be looking at the wholesalers that sell anything related to system flushing to see how and why they recommend what they do.
We have asked BAR to hold a series of meetings with the repair industry and a meeting with the wholesalers to establish guidelines for us to follow.
They plan to work with industry first and then do consumer education and public outreach on system flushing.
The car dealers association was also at the meeting and did a good job of showing the contrast between some service schedules and why the OEM isn't always right.
There will be more information to follow in the near future.
Let me know if you have any questions.
